Honorary Consuls

Sri Lanka's honorary consular representation in the region

Honorary Consuls are appointed by the Government of Sri Lanka to represent Sri Lankan interests in specific regions or cities where a resident diplomatic mission is not established. They are nationals of the host country who carry out limited consular functions on behalf of Sri Lanka on a non-salaried, honorary basis.

Role of Honorary Consuls

Honorary Consuls serve as an important bridge between Sri Lanka and the communities they represent. Their functions are defined by the Vienna Convention on Consular Relations and Sri Lanka's foreign service regulations.

Functions They Perform

  • Promoting trade and investment between Sri Lanka and the host country
  • Assisting Sri Lankan nationals in emergencies in their jurisdiction
  • Issuing certain consular documents (as specifically authorized)
  • Facilitating visa enquiries and directing applicants to the Embassy
  • Representing Sri Lanka at official events in their consular district
  • Promoting cultural exchange and bilateral relations

Limitations

  • Honorary Consuls cannot issue passports or travel documents
  • They cannot certify or attest official documents without Embassy authorization
  • They do not process visa applications directly
  • They cannot provide the full range of services available at the Embassy
  • For all major consular matters, applicants must contact the Embassy in Kuwait

Appointment of Honorary Consuls

The appointment of an Honorary Consul of Sri Lanka is a formal process governed by the Ministry of Foreign Affairs of Sri Lanka. Candidates must meet specific eligibility criteria and receive both Sri Lankan and host country government approvals.

General Eligibility Criteria

  • Must be a respected national of the host country or a permanent resident with significant ties
  • Must have demonstrated commitment to promoting Sri Lanka-host country relations
  • Should have a professional background relevant to diplomacy, trade, law, or public service
  • Must not have any criminal convictions or conflicts of interest
  • Must receive approval (exequatur) from the host government
  • Subject to periodic review and renewal of appointment by Sri Lanka's Ministry of Foreign Affairs

Individuals interested in serving as Honorary Consuls of Sri Lanka may submit an expression of interest to the Embassy. Appointments are at the discretion of the Government of Sri Lanka and subject to host government concurrence.
