Eligibility for Registration of Birth

Registration of birth of children born outside Sri Lanka to Sri Lankan parents can be registered at the Embassy of Sri Lanka. At least one parent must be a citizen of Sri Lanka or should have dual citizenship at the time of the child’s birth.

The declaration should be submitted within three (3) months of such birth to the Diplomatic / Consular officer of the relevant Embassy. After three (3) months and within one year the Diplomatic / Consular officer will record the reason for the delay and continue the registration.

After one year of the birth, if the registration has not done, Applications should be forwarded to the Registrar General Department (Central Record Room of the Registrar General’s Department, Maligawatte, Colombo 10) to obtain the approval.

Submission Procedure

Either of the parents (Father/Mother) or the guardian of the child should be submitted by one of the parent or the guardian. Either of the parents (Father/Mother) of the child should be a citizen of Sri Lanka at the time of birth.


  1. Declaration form filled by the declarent (Form CR1)
  2. Birth certificate issued by the Kuwait Authorities and it’s English transaction (Both should be attested by the Kuwait Foreign Ministry)
  3. Original Birth certificates of the father and the mother. . (with a photo copy)
  4. Original Marriage certificate of parents. (with a photo copy)
  5. Original Passports of the parents at the time of the child’s birth. (with a photo copies)
  6. Original Visas of the parents. (with a photo copy)
  7. In case of an application made after three months and before one year of the birth Reg B6 form
  8. In case of an application made after one year of the birth, Reg B6 form and a letter addressed to Registrar General giving the reasons for the delay.
  9. Pages of passports held by the parents at the time of the child’s birth (2 and 3, 4 and 5, valid visa pages at the time of child’s birth)

Consular Fees

• Birth Certificate Registration Fee KD 12/- Kuwait Dinar

• Citizenship Registration Fee 15/- Kuwait Dinar

• If the application is made after the prescribed period of one year from the date of birth of the child, an additional payment of 2/- Kuwait Dinars per year for the delay in registration.

• If applying within one year of a child’s birth, the birth certificate will be issued by the Embassy within one day.

• If the application is made after one year of the child’s birth, it will take about 45 days to 60 days to issue the birth certificate as the relevant applications are sent to the Registrar General’s Department in Sri Lanka for approval.
